READ IT HERE — Kansas Medicaid: A Primer 2019

Just in time for the 2019 Kansas legislative session, the Kansas Health Institute and the Kansas Legislative Research Department have released Kansas Medicaid: A Primer 2019, an in-depth “handbook” describing the Kansas Medicaid program. It provides basic facts and information about Medicaid and the Children’s Health Insurance Program (CHIP) in Kansas. This is the fifth edition of the Primer, following 2005, 2009, 2014 and 2017 versions.

In the two years since the last edition of this report, federal policy has continued to evolve, and more change is likely to be on the horizon. KanCare, the state’s comprehensive managed care program, has been in place for six years and recently was extended through 2023. This report captures data from those six years, as well as from the pre-KanCare period.

The Primer includes:

  • Overviews of Medicaid, CHIP and KanCare;
  • Summary of program expenditures in Kansas;
  • Analysis of recent enrollment trends; and
  • Information about covered services and populations.

The U.S. Preventive Services Task Force released  a final recommendation statement on interventions to prevent perinatal depression. The Task Force found that counseling can help prevent perinatal depression in persons at increased risk. HealthLandscape

HealthLandscape introduces the Rural Health Explorer. The Explorer includes the Rural Population Health Mapper, Appalachia Community Data Portal, and Rural Health Workforce Mapper. The Explorer also includes other mapping tools focused on health behaviors, health outcomes, and healthy living assets in non-urban counties across the U.S., as well as the entire Appalachian region.

The Rural Population Health Mapper draws from the RWJ County Health Rankings data to let users explore behaviors and health care resources that impact health outcomes, as well as policies and program initiatives that can impact these measures.

The Appalachia Community Data Portal combines county-level data from multiple sources, including economic status and health disparities data from the Appalachian Regional Commission (ARC); health outcomes, behaviors, and clinical care data from the Robert Wood Johnson County Health Rankings; and demographic and social determinants of health data from HealthLandscape’s Community Vital Signs data library.

The Rural Health Workforce Mapper includes all rural AND urban counties, while focusing on targeted physician and non-physician specialties that are important members of the rural health care continuum.

KDHE Primary Care

The National Health Service Corps (NHSC) provides financial assistance to health care professionals in exchange for a commitment to work at approved sites in high-need, underserved areas. This week the NHSC opened the application cycle for two programs – its Loan Repayment Program (LRP) and a new Substance Use Disorder Workforce LRP (SUD Workforce LRP). Both applications close on Thursday, February 21, at 6:30 p.m.

  • The NHSC LRP awards up to $50,000 toward student loans in exchange for a two-year commitment to work at approved sites in high-need, underserved areas.
  • The new NHSC SUD Workforce LRP provides up to $75,000 in exchange for a three-year commitment and expands eligible disciplines and site types for loan repayment. The program is open to health care professionals who provide SUD treatment services at NHSC-approved SUD sites.
Tobacco Free Kansas Coalition

KAFP supports Raise the Age Kansas and Tobacco 21 to increase the age sale for all tobacco products to 21 across Kansas. Your help is needed this legislative session to build support under the dome and throughout Kansas in order to pass an effective bill next session for Tobacco 21.

Kansas Head Start Assoc

Three new Kansas Head Start Association (KHSA) Parent Health Literacy training classes are being offered for this spring. Attendees will receive the resources needed to teach parents how to use the “What To Do When Your Child Gets Sick” book using effective, evidence based teaching methods.  The Parent Health Literacy project partners with agencies, medical providers, schools and human services organizations who serve families with young children to provide this important health literacy resource. This training is appropriate for any staff who work directly with parents/patients, supervisors and program directors.

Your National Health Service Corps (NHSC) Loan Repayment Program (LRP) or Substance Use Disorder (SUD) Workforce LRP application must include information on your unpaid student loans to support undergraduate or graduate education, which led to your health professions degree.

Eligible Loans
• Obtained by the applicant to cover school tuition, other reasonable education, and living expenses associated with the undergraduate or graduate education
• Provided by federal, state, and local entities, as well as commercial institutions

The NHSC classifies loans into two categories, federal or private/commercial. Applicants may submit loan information either electronically (federal only) or manually. For additional information, review the Application & Program Guidance for either NHSC LRP (pages 17-18) or SUD Workforce LRP (pages 19-20).
